MGA vs Curaçao Casino Licence — Which Is Right for Your Casino?

The gambling licence you choose determines which markets you can legally serve, how much player trust you will earn, how long your launch will take, and how much it will cost. MGA and Curaçao are the two most common choices for online casino operators — and they are very different in almost every dimension.

The MGA licence

The Malta Gaming Authority is one of the most respected gambling regulators in the world. An MGA licence signals to players, payment processors, and affiliate networks that your casino meets a high standard of regulatory compliance.

MGA-licensed casinos can legally serve players across most of Europe (with exceptions for countries requiring their own national licences — UKGC for the UK, SGA for Sweden, etc.). They can access major payment processors, sign with major affiliate networks, and appear in app stores that require regulatory credentials.

The cost of an MGA licence: approximately $25,000–$35,000 in application fees, plus $100,000–$200,000 in required working capital you must demonstrate. The time to obtain it: 6–12 months. The annual renewal fee: approximately $25,000.

The MGA also requires operators to implement player protection measures — deposit limits, self-exclusion, responsible gambling tools — that are monitored and enforced.

The Curaçao licence

Curaçao eGaming is the dominant licensing jurisdiction for casinos operating in grey markets and emerging economies. The vast majority of crypto casinos, rapid-deployment white label launches, and emerging market operators use Curaçao licensing.

Curaçao licensing costs $15,000–$25,000 in application fees and takes 8–12 weeks to obtain. Annual renewal costs approximately $10,000–$15,000. The regulatory requirements are less stringent than MGA — the responsible gambling requirements are lighter, the player protection obligations are minimal, and oversight is less active.

The downside: Curaçao licensing is not accepted in some markets (UK, Sweden, Netherlands, Germany, and others require national licences). Some payment processors and major affiliate networks have restrictions on Curaçao-only operators. Player trust is lower — experienced players know that Curaçao licensing means lighter regulation.

Sublicensing: the shortcut

For most first-time operators, Curaçao sublicensing via a platform provider is the right starting point — not because it is better, but because it is achievable with a realistic budget and timeline. MGA is an upgrade path for operators who have proven their model and are ready to invest in credibility.
